range bound,why?

Looks to me VWAP at play here,yet again.Has closed at 58 eight times,58.5 once and 59.5 once in the last 10 closings.Trading range 57.5 to 60.5 99% at 58cents.Whatever is going on can we now have the financing details ,surely management must know by now,they would have had a pretty good idea of how they were going to fund the mine when they announced the go ahead.
