Its a combination. The pre FDA meeting will outline what RAP have to do for FDA approval. Their USA advisors who have a 99% success rate with FDA approval think that RAP are just about there already. Once this is evident after the pre FDA meeting it will show that RAP has made considerable progress and the rest is just a formality.
