The X-ray machine costs money to buy and maintain. There are staff involved in the whole process of doing a test that have to be paid. There are material costs in the process. You need a room for the X-ray machine. There are other unseen costs that all add up.
By the way, I had to visit a doctor three times before I was diagnosed with Type 2 Diabetes and the only reason I was diagnosed is because the doctor sent me off for generic blood tests. I knew from the symptoms that I probably had diabetes but didn't say anything to the doctor in the expectation that he would have known. How on earth could he have not known straight away is beyond me and a simple pin prick could have confirmed it for him.
I also saw a specialist when I had asthma. Saw the dude six times and he sent me for an allergy test. The test told me that I was allergic to dust and blah .. blah. In the end he told me there was nothing he could do. A few years later when my cat died, my asthma attacks seized. Yes, I had a cat and I was allergic to cats. WTF, I saw the specialist six times and the clueless goat took his exorbitant fee and didn't ask me if I had any pets.
The day will come when most doctors and anaesthetists will be redundant due to technology. Their opionions are too subjective for my liking.
