Looking at it from China's perspective it is all good. Falling prices in China mean they can use Rare Earths cheaply to develop and manufacture their technology (and missiles hehe).
Meanwhile, prices for everyone else climb to exorbitant levels meaning more profit for Chinese companies (which are usually government owned) and more costs and difficulty in competing for companies outside of China. Classic natural monopoly. Good for us.
