rare earths are very common, but it is very, very uncommon to find an economically viable deposit of it.

China produces 95% of world supply, with Russia and India producing 5%. China is severely reducing the supply of their rare earths to the rest of the world. They are doing this to force all users of RE to move their manufacturing to China.
