As to processing ore in Greenland or overseas, it might be worth looking at processing in the UK. Peak Rare Earths have just purchased the freehold of a 30 hectare site at Wilton Park on Teeside, which they had held on a leasehold basis. Because Shenge now own 19.9% of Peak, the company is being obliged to process their ore from Ngualla, in China. For this reason, Peak will not be processing their ore at Wilton Park, but will be selling their 30 hectare site. From Peak's point of view, purchasing the freehold, has greatly improved the value of the site, which has a deep water port nearby.
I appreciate that Shenge have about 10% of ETM, and the the view of Greenland Minerals as it then was, that Shenge's expertise would be invaluable. But expertise and knowledge moves on, and it is worth pointing out that Pensana will be processing RE ore from Longonjo at their facility at Saltends on Teeside. Construction of this facility is now progressing with John Wood as consultants. It might therefore be worth ETM thinking about using the Wilton Park site, for their activities (although this might not fit very well with what Shenge would like). Teeside is a lot closer than China, for processing. Added to that, planning issues are less likely to be a problem, as Peak had dealt with much of this earlier. Also, if some of the processing is carrier on outside Greenland, then this might reduce the environmental impact around Kvanefeld, which has been a bone of contention.
