gofish, japans interest rates were 1% or less for a decade, "the lost decade" they call it. Both Japan and USA didn't have rates at 7%+ so they have lesser ability to use interest rates as a lever. Instead these countries are choosing to spend hundreds of billions of dollars to inject into the economy.
