Why do you keep blaming JH for everything under the sun. The RBA is an independent body and makes its own decisions.
Infrastructure is primarily a State responsibilty and that's where the blame lies. The States are rollinging in money from the GST, Land Tax,Stamp Duty etc and why have they haven't they spent some of this windfall money on infrastructure, or has it just been splurged on their mates?
