I would have to disagree about your thoughts on volume in this particular case, the way i see RCE its more like nobody is selling at the lower prices hence lack of volume and i strongly believe the shares are still being manipulated.
you might find using charting trading logic on a small cap that trades little to no volume will catch you out with suprise announcements ect, after all charting is based on historical data points of which RCE has few
