That is a matter of fundamentals not technicals and is due as far as I can see to the the fact that the market doesn't understand how profound RECCEs offerings are. Neither do brokers but that is not surprising. The market is also anticipating much more substantial announcements to come regards e.g. burns treatment, efficacy, marketing and other applications etc. Ergo the market is waiting but the smart money pick up stock on the dips. Also you are right about manipulation or at least attempts at manipulation. Bots are for the time being all over RCE. I believe in time they will become irrelevant. As far as technical indicators are concerned have a look at levels of support and resistance, Gann Fan, Fibonacci retracement, the way the price interacts with approx 50% of its whole historical range and it's consistently successful entry rules and good exit behaviour according to your tried and tested stop loss.
