In answer to your comment and an earlier one about listing on the NASDAQ I believe that a stock can be "back-door" listed on the NASDAQ via the OTCXY as an ADR (American Depository Receipt). Many Australian stock are listed that way.

I believe RCE has just dual listed on the Frankfurt market, probably for the same reasons: exposure.
