Not necessarily, cross trade just means both parties are using the same broker (who matches the order off market) so most likely a client of one broker making a transaction with the client of the same broker.
If you sold shares and I bought them and we both happen to be commsec clients then CBA would do a cross trade
Happens quite often, it'a more profitable for the broker to do it like that as it removes the exchange fees
