    pouring the concrete suggests to me that MCO has all the required permits to assemble the plant and operate it, so no stalemate there I reckon, but maybe some other work permits are not yet approved such as taking the decline beneath the water table (A1's problem)

    what are the risks you speak of? I'm not seeing any ... am I blind to them?
