Rowland, Redflex originally started as a private company in the early 90's just doing what the Comms division is doing now. The CEO G Davie was an ex RAAF technical officer.
About 1996 Rob Ciolli came to them with an idea for a digital red light camera, at this time there were only wet film cameras operating. I believe Redflex liked the idea, put him on the payroll, and seconded some techs to him to start the R & D. This of course was the start of the Traffic Division with Rob Ciolli as CEO of the division. Redflex then floated in 1997.
Ciolli stayed until early 2000, he was quite good technically and as a marketer but perhaps was not quite as good managing the actual installation of contracts won and getting these on to a profitable basis. To give him credit historical data was virtually non existent thus pricing of contracts and resulting profitability was a real headache.
However all Traffic division problems were cured by the appointment of Bruce Higgins in late 2000 and the efforts of R Debernardi and other executives in 2001 to obtain proper financing.
As far as I know the reference to public safety in this latest Comms announcement would relate to the use of Comms systems in airports and the like, the instant switching and communication ability of the technology would help greatly in the event of an emergency.
There is little interaction now between Comms and Traffic as the technology is vastly different, because Comms has been so quiet perhaps a few techs from Comms have gone across to Traffic, that would be about all.
