Let's see what everyone knows about RDF in Europe. I spoke to my insider (He's a technical guy) and here's what I heard:

1. RDF has stayed out of Europe because it didn't have enuff $$$.
2. Europe is fast becoming a priority as $$$ becomes available. New installations will be funded by debt rather than equity. (Debt vs. equity sounds like a guess).
3. Gatso (http://www.roadtraffic-technology.com/contractors/photo_enforcement/gatsometer/) is the largest in Eurpoe. They have wet film all over the place and only recently got into digital.
4. Some time ago (months?) Gatso and RDF were both involved in a trial in Chicago. RDF came out the winner. This goes to explain why Gatso is small in the USA.
