Cb, as you probably know just after he joined RTS over 2 years ago Bruce Higgins bought Traffic Safety Systems, an offshoot of a Swedish company which specialises in radar devices.
An excellent buy, it gave him 2 contracts, San Juan and Culver City which is in the greater LA area, this really was the start of the RTS push around LA which has proven to be very fertile hunting ground. He immediately closed the RTS HQ in San Francisco and moved it down to the TSS offices at LA.
The TSS systems were wet film but using radar and I believe this gave RTS a good testing ground to really see if they could get non intrusive up to scratch. The TSS capture rate was OK but not as good as the RTS ground loop system even after they started converting the TSS wet film sites to digital.

So in reality I would say RTS has been putting a fair bit of work into non-intrusive for at least 2 years, obviously they have not yet got it to a standard to match ground loops. I don't think we should not underestimate the technical ability of BH, he cut his teeth at the likes of Raytheon and Honeywell, if anyone can get non intrusive up and running properly he will.

From what I know the Transol system is mostly off the shelf stuff, particularly the front end, as RTS eventually found they had to build everything themselves to get it right. The Transol back end is rumoured to be quite good as you have heard but their front end needs a lot of work and $.
