A plaint can be used 2 ways:
First as a mechanism to take over a tenement and
Secondly as a mechanism to stop financial expenditures on a tenement untill
the plaint has been examined in the department.This can take 6 to 12 mths.
with no expenditure during this period.
I suspect the latter to be the case as a way to help the brothers escape expenditure
during a time where they have declared themselves bankrupt.
This tactic have been used several times by the brothers in the past !
