you sound like a Rio apologist....the onus is on the licence/lease holder to ensure proper and timely renewal, if you doubt this this is the response from the DoIR to a question I put to them on renewals...

"Payment of the rent in advance would not of itself keep an exploration licence alive if the actual document of application for renewal of term was not lodged before close of business on the due day. If this document is not received by my Department before that deadline the licence "automatically" expires at midnight on that day."

Rio stuffed up then ran to the umpire complaining that's not fair, we didn't mean to stuff up we intended to do the right thing...give me a break!!
