I interpret your point as delegating responsibility is a.ok.
If RIO hire a hitman to undertake hit or hire a drug dealer to distribute their stash, by law RIO is not responsible for their actions because they have delegated the actual activity to some one else.
There is no lawful or public interest argument that can justify 18bowler decision. He gave it a shot and his arguments were an absolute joke.
Law is law, and our friend 18bowler is not above it.
