Two issues:-

1) If you contract an overnight courier to provide a service 1 week prior to the deadline and they take the job on - then under the standard terms and conditions, it is their duty to advise of any delay etc etc etc. Now if you are sending a few hundred/thousand courier envelopes a week, then you're going to struggle to keep up with delivery of them.

2) If you are familiar with the tenement application and renewal process in WA, then you will no how difficult it is to keep track of applications, renewals etc. It is a labour intensive exercise. If you have a few hundred/thousand tenements, it would be near on impossible.

Law: If CAZ had been the holder of the tenement and RIO had pulled the same stunt, would the decision have been different. NO!
