Your justification is not based on law. Intent does not constitute law.

The decision has been based on minister’s discretion on the ground of public interest. His justification for his decision is extremely weak. If the minister had came out with a report specifying that the project would begin in x years, it would generate x amount more for the state. I would not be able to argue the facts. At the end of the day it all about the almighty dollar and in this instance the public will not see any. Allegedly the minister has filled his pockets at the expense of the public.
