Do you think the Razor clients that IT&E are picking up in Europe are those late to the Basel II implementation game feel and dont already have their Basel II compliance risk management sorted.
For these companies, time to compliance is critical—money becomes less important than time (within reason, of course).
Basel II implementation has been going on for some time in the large banks in Europe and US.
To put it in the context of the airplanes. Say most of the large aeroplane companies (Tier 1 Banks) in Europe and the US have recently signed up longer term contracts with Boeing and Air Bus (Algorithmics, Sunguard).
Now Pub Planes comes into the market with their faster, more configurable, more relaible planes. The airline companies that have not signed up Boeing or Air Bus, are able to buy the pub planes straight away. But the majority of the airlines have signed up and started to take delivery of their Boeing and Air Bus planes.
Having now realised the new pub planes (IT&E) are more desirable than their recently received Boeings etc the majority of the airlines now want them too, but are very hesitant given the significant costs and time taken in receiving their Boeings and Air Bus.
Therefore Pub Planes sees its growth coming from customers outside Europe and US, and also those smaller airlines (Tier 2) who now also would like to have new planes. These customers are without the significant costs and delays having to renege or cancel their existing planes for delivery from the more established planed vendors of Boeing, Air Bus in favour of Pub Planes.
