The process is that anyone, not the "Spanish Government" can raise an objection on grounds that have little or no basis. The Environmental permitting agency then needs to show due process to request the company respond those objections.
Normal red tape in large beaurocratic countries that continue to slow projects. Some of the crazy objections I've seen to projects in Australia that has slowed process considerably is laughable.
