In short i dont know the reason why the csem didnt cover the burried hill prospect, i strongly suspect no one outside of Shell could provide an accurate answer for you.
If i had to give an answer however i would say that they have probably had experience with those type of fan plays before. The burried hill is a seperate and different prospect. And dont forget, the fans were not insignificant.
There are other reasons that we could speculate about but they would be nothing more than guessing.
