PS Australia and a number of other countries did ban 'naked short selling' during the GFC where shorters were selling shares that had not even borrowed! This naked short selling was blamed for the instability in share markets during the GFC. So, the current (and traditional) system of borrowing shares to short is actually a much better alternative!
