The Minister's decision was no surprise and so it had already been factored into the share price. Bit of jump when it was confirmed but now its back to trends until the next announcement provides an upwards (or downwards!) spurt. Still many risks longer term on the way to major producer status and producing regular, and growing profits - and dividends.
