Valuations depend on a great many things but also time frames.  Generally the share market is forward looking with the norm for many brokers/investors being 12 months into the future.

I guess if you are a trader you not overly fussed on valuations, more often momentum, but investors are looking for value ie long/short term investors need to consider what the company might look like in their time frames.

February 2020 should see the commencement of construction of the mine and concentrator, if not before, hence valuations will be a lot higher by then, normally this would be the case, but who knows 12 months.
