Yes that could indeed play out like that, as Spod will be mined but can not be converted until the conversion state catches up. I have seen the Chinese move very quickly in Industry when the need arises and money is to be made. Personally I don't think this "bottleneck" is of a great concern and if it was to exist it be resolved quickly IMO.
