Options are yearly levy on owning an EV or with GPS technology the more you drive the more you pay. If you drive 20000km you pay $1000 if you drive 5000km you pay $250. With current technology this wouldn't be an issue and it'll be a fair system rather than just charging a levy where we all pay the same. They have options and they will implement them once EVs start making inroads.
