It's interesting you say "This is a good play for them to maximise their own return." One of the obligations of being a Director of a public company is that activities are directed towards the good of the shareholders. There is plenty of speculation, but I struggle to believe the directors would withold positive information if it was ready to go, nor would there be games being played with last minute trades to keep the price down. Our governing bodies would surely be on to this kind of activitiy in a flash.
