if the project is not going to go ahead as per plan, or delay/negociation etc. it's much better off for the current shareholders if the management starts to buy back the market shares. they just raised at 40c, they can buy back 60% more than the no of shares they raised at today's price.

and when the regulation gets cleared, they can raise again.
