I think that it is a mixture of both.
A lot of people got caught long around the 10c mark a few months back, myself included. So a lot of traders bottom drawered these shares until it bounced back.
However i somehow very much doubt all of those offers are from this.....There are definitely some big cappers at work here.......
This stock is worth well over 10c but alas it may be a while until we see that due to the manipulation. That is one hell of a resistance to break through.....

I would love to see it happen though.....
