    Maybe CB knows someone in DB who knows someone in China.

    CB has always wanted China involvement.

    CB delays the granting of extention to MMX to help sp move south.

    DB buys up for friend in China.

    As soon as sufficient holding by DB for China friend, CB announces approval of extension.

    SP goes north, DB happy because China happy, CB happy cause China in.
