If M1 or M2 does not exist, you have a point. M2 will have plenty of capacity once completed so no point in having M3 so early. Will be like running an empty fridge because you'll need it one day. Confident S2 will fill up nicely once it's FINALLY completed and if what they say about Sydney having a shortage at the moment being accurate. Not too sure of ROI on S2 though with it being so late. Hiding the cost overruns isn't giving much confidence.
