I agree with you but conclude the deal is not yet complete, hence the delay on the part of PE as well. The hints out of Europe are probably designed to pacify the troops as you say but also indicate that such a deal will shortly be explained. No point speculating. Either you're in or not. One of the miniscule holders exited this morning so presumably slightly more will be held in fewer hands. It is now 52% held by the top 20, although much is in nominee companies with multiple owners such as myself. As I have been saying to myself for more than a few days now "today might be the day." I'm prepared to wait.
