not worth debating , history of anything in referedums getting up isnt good.
local traditional owners are the ones landcouncils have to talk to then they get royalties, also mining employes trains locals
example gyroote island they have alot of things the goverment wouldnt of put in only due to the mine , mine pays community peoples power bills . also help people with health and disability problems
