Some more dumb maths that are a little less speculative
From wikipedia (that trustworthy datasource), Guangdong prov has 8% of china's pop. (2010) at 104 mil (SMA ann said 106mil). The latest ann said the combined pop of the 2 new prov was 160 mil which would be 12% of china's pop. So we would now appear to be available to 20% of china's pop.
Make's sense to roll out to the most populated provinces : Guangdong 1st, Jiangsu 5th, and Sichuan 4th. Most likely Shandong and Henan (2nd and 3rd) next roll outs?
I would be a fan of pips/province since 22 prov's
