    If ex-right is on 15th Feb and record date is 21st Feb it means people who purchased on 15th Feb onwards wont be able to record their name on 21st Feb (T+3 working days) so thats why it already says ex-date. If you are holding shares and sell on 15th Feb or after you are entitled to purchase from right. Hope this make clear
