"Appear to be producing" - is this based entirely on what has been shipped? Is it not possible that they have been stockpiling HMC in preparation for MSP start-up? Could they have potentially been stockpiling 10kt per month for the last 3 months? This would give then a 30kt stockpile and suggest that they have indeed been producing at nameplate capacity for the last three months i.e. 20kt per month. Even if production was less than this, based on their recent presentation, they appear to be taking steps to increase volumes by adding an additional dozer (from 3 to 4).
Lot of things can affect a SP in the short term, not just Company performance. Voting Machine / Weighing Machine.
