Would explain lower than expected HMC sales but not WCP production.
Combined DFS zircon production is about 40%, so to make 13kt you would need to put 33kt or so through the MSP.
Possible to make a zircon con only but I'm not sure why you would do that as the money in the deposit is in the high value zircon. If they had final products to ship I would expect ilmenite to be first given it is 50% of DFS production.
