progress payments? what are the terms of the contract? have they physically delivered any transponders yet? i would think that payments would be on trade terms post delivery - this is quite normal. Without seeing the contract neither I nor you can comments on why they haven't received any money yet. I ask you this, if they were going to recieve nothing, then why would they set up the base stations?
