IMO the bid cannot fail, be it TLW or somebody else. HDR have cashflow problems anymore hiccups and they would be deep in trouble funding current projects. That is why they had to come to London for a placement recently. They will be taken over the block vote will win the day in December or whenever. There I have stuck my neck out.
If WPL had re-drilled The Ching Field then HDR had a lifeline. They choose not to that was the last straw that broke the HDR's back. BWDIK
