I read this comment of yours as a pessimist's view "with likelihood of further delays due to local protests and court action. They'll be doing well to get one up this year. Possible, but no gimme yet" - an attempt to link protests and/or court action to the the article, noting the article says nothing about protests and/or court action, all this serves to do is create doubt, or be a realist, as you claim.

Then there is this article from a Japanese source dated 20th March that says re-starts are due July for the first reactor/August for the second:

The restarts WILL happen IMO, but we will have to wait until July/August to find out exactly when.
