Thanks TCG, I saw the flow chart in that report. Perhaps the market is waiting to see the process in pilot phase before kicking into gear. I do not understand the approval process, but it is meant to be long and arduous, despite being classified as a by-product and getting many exemptions.
Bring on that debt-financed pilot phase.
