No idea.

But lets face it - Oct DFT 1 was started on a shoestring...shocked everyone. Why did ARUP agree to kick that off...ECT were near dead and the euro thing was getting worse. I doubt ARUP would have even contemplated STARTING stage 1 if they were not confident 2&3 would follow seamlessly.

Also - IMO there is no way Mike would have got in POSCO's front door if the module was not in the bag...let alone the $4m.

IMO - DFT 2&3 have continued asap....

My overthetop bullish theory is:

Pecking order is prevailing here bigtime...that could be influencing ESI ann's:

1/ Fed/State Govts

2/ AGL

3/ ECT

We all want ann's in the designated timeframes - but I suspect ECT are playing in a bigger pond now...maybe I'm wrong - soon see!
