Long term - no difference whatsoever.
They have to raise the funds to get Palawan happening - so it's actually good news that the meeting is this week and it's all on the go.
Papers signed, all official - fix the funds quickly and get started.
Most people in the know (in the industry) will understand the process - and realise it's all positive.
Maybe some short term traders will be spooked.
The market will let us know!!
