This is just from my interpretation of their statement and reading of the Reasons for Determination court document and reading between the lines.
In particular clause 110 is of interest, implying that they will be paying the rates from 1st Dec.
For the interim license to apply from 1st of December, the Tribunal must make preliminary orders and release confidential schedule 46 which will force an announcement as this is quite a material change.
So I think that this is likely (>70%) to be released either tomorrow or early next week.
