The important thing as has been stated many times is that PEN table their maiden JORC resource.
The reason why JORC is so important is it will de-risk the Lance project so that new investors will enter. As PEN continue to improve and upgrade the JORC this will continue to de-risk the project.
The sole goal and focus for PEN management should be the JORC and if they bring it in before their stated time-line then your option 1 will most likely be very probable.
In the meantime PEN, on current fundamentals and without JORC is now imo undervalued and it is time to place some buy orders.
