To illustrate the concept I described more clearly, here is an example of a well behaved stock with somewhat different MA's (SMA12 will work about as well, but it pays to play around to help get the idea), which I've never looked at before today:

- Short term http://bit.ly/145DRm4 .
Obviously, despite the relatively large amount of interest lately (more than tripling of volume), it's not a "buy" yet and won't be until it starts to turn its momentum around - something which may never happen, but will be easy to see on such a chart if it continues to behave in the way it always has.
GIP is a bit harder, but the principles apply. It's simply not possible for a stock to do well until the price moves above such lines.
