Yes, it would have to be grandfathered or there would be too much of an instant impact on the already severely strained home rental sector. Still, as much as I think NG is unnecessary, homes will not magically appear as a resultant removal of NG, so the replenishment of public housing must come first - which presents a "Catch 22.'
